Анотація
Сучасні умови, в яких знаходиться економіка України характеризуються значним рівнем не-
стабільності та високим рівнем ризиків, що пов'язані з воєнним станом, який має вплив на всі
сфери господарського життя країни, зокрема на промисловість, енергетику, інфраструктуру
та торгівлю тощо. Питання забезпечення стійкості економічного розвитку країни є вкрай важ-
ливим в умовах війни. Економічна стійкість характеризує стан, за якого країна зберігає мож-
ливість продовжувати своє функціонування та забезпечувати розвиток незалежно від впливу
зовнішніх та внутрішніх факторів. Метою статті є дослідження рівня стійкості економічного роз-
витку України в умовах повномасштабної війни та визначення основних внутрішніх і зовнішніх
факторів, що впливають на економічну стабільність країни. Стаття має на меті формулювання
практичних рекомендацій щодо зміцнення економічної стійкості в період воєнного стану та на
етапі післявоєнного відновлення. Забезпечення економічної стійкості в умовах війни є важли-
вим елементом економічної безпеки країни. У статті розглянуто динаміку ключових макроеко-
номічних показників України в умовах повномасштабного вторгнення, досліджено трансфор-
маційні процеси в економіці та визначено основні ризики, що мають значний вплив на розвиток
стійкості економіки країни. За результати дослідження встановлено, що внаслідок початку по-
вномасштабного вторгнення, економіка України зазнала значних трансформаційних процесів.
Макроекономічні показники загалом показують негативні тенденції, в тому числі зниження ВВП, зростання рівня інфляції вище нормального рівня, збільшення дефіциту бюджету та суттєве
зростання державного боргу, що супроводжується посиленням залежності української еконо-
міки від зовнішнього фінансування. У результаті проведеного дослідження запропоновано низку
рекомендацій щодо підвищення рівня економічної стійкості України в умовах війни, зокрема
через розвиток інфраструктури, підтримку малого та середнього підприємництва, а також за-
безпечення ефективного процесу післявоєнного відновлення та євроінтеграції.
The current conditions in which Ukraine's economy operates are marked by a high level of instability and significant risks associated with the state of war, which affects all sectors of the country's economic life, including industry, energy, infrastructure, trade, and others. Ensuring the resilience of the country's economic development is of critical importance during wartime. Economic resilience refers to a state in which a country retains the ability to continue functioning and to support development regardless of external and internal influences. The purpose of this article is to examine the level of resilience of Ukraine's economic development under conditions of full-scale war and to identify the main internal and external factors affecting the country's economic stability. The article aims to formulate practical recommendations for strengthening economic resilience during martial law and in the post-war recovery period. Ensuring economic resilience in wartime is a vital component of the country's economic security. This study examines the dynamics of Ukraine's key macroeconomic indicators under conditions of full-scale invasion, explores the transformational processes within the economy, and identifies the main risks that significantly impact the development of the country's economic resilience. The research results show that, as a result of the onset of the full-scale invasion, Ukraine's economy has undergone significant transformations. Overall, macroeconomic indicators reflect negative trends, including a decline in GDP, an inflation rate exceeding normal levels, a growing budget deficit, and a sharp increase in public debt, accompanied by a rising dependence of the Ukrainian economy on external financial support. Based on the research findings, a number of recommendations are proposed to enhance Ukraine's economic resilience under wartime conditions, particularly through infrastructure development, support for small and medium-sized enterprises, and the implementation of an effective post-war recovery process and European integration.
