Popadiuk Y. A. Formation of investment mechanism for the development of enterprises in post-conflict economic recovery. – Qualification scientific work in the form of a manuscript. Dissertation for the degree of Doctor of Philosophy in the field of knowledge 05 Social and Behavioral Sciences, specialty 051 Economics. – Vasyl’ Stus Donetsk National University, Vinnytsia, 2026. The dissertation is devoted to developing theoretical and methodological provisions and practical recommendations for forming an investment mechanism for enterprise development under conditions of post-conflict economic recovery. Chapter 1, “Theoretical and Methodological Foundations of Forming an Investment Mechanism for Enterprise Development,” examines theoretical approaches to forming an investment mechanism for enterprise development, identifies the influence of government regulation on its formation, and systematizes methodological approaches to forming this mechanism. The investment mechanism for enterprise development is proposed to be understood as an integrated system of interconnected actors, objects, principles, methods, instruments, financing sources, and managerial decisions aimed at attracting, allocating, and effectively utilizing investment resources. The proposed definition accounts for the mechanism’s adaptability to changes in the external environment and the alignment of investment decisions with enterprises’ long-term strategic priorities. The structure of the investment mechanism for enterprise development is systematized around the interrelationship between input determinants, the legal, regulatory, and methodological framework, and the functional and instrumental foundations. Investment motives, factors influencing investment activity, and investment strategy are found to determine the direction of investment processes and the choice of instruments for their implementation. The effective functioning of the mechanism is shown to depend on the interaction between institutional support, encompassing regulatory, oversight, and coordination functions, and resource provision, comprising financial, material, information, and human resources. The importance of continuously assessing resources and performance through auditing and key performance indicators is established. The specific ways in which government regulation influences the formation of an investment mechanism for enterprise development are systematized. These involve ensuring consistency between the macroeconomic and microeconomic parameters of the investment environment, minimizing investment risks, and stimulating innovation through a combination of direct and indirect government support instruments. Methodological approaches to forming an investment mechanism for enterprise development are improved through the combined application of dynamic and static approaches. The dynamic approach is based on examining enterprise development over time, accounting for changes in the external and internal environments, forecasting capital requirements and investment flows, and determining the sequence of financial and organizational decisions aimed at ensuring sustainable enterprise development. The static approach focuses on assessing enterprises’ current financial and economic conditions and available resources, and identifying optimal ways to allocate financial and material resources in view of current operating conditions and investment performance. Chapter 2, “Diagnostic Assessment of the Investment Mechanism for Enterprise Development in Ukraine,” identifies current trends in enterprise development and assesses enterprises’ investment attractiveness, analyzes investment support for agricultural enterprise development, and evaluates the economic efficiency of agricultural enterprises’ investment activities. A comprehensive diagnostic assessment of agricultural enterprise development in Ukraine is conducted using macroeconomic, sectoral, financial, and investment indicators. The strategic importance of enterprises in the sector for generating gross domestic product, export earnings, employment, and national food security is established. Structural shifts in agricultural production are identified, particularly the predominance of crop production over livestock production, driven by differences in profitability, capital intensity, and sensitivity to risks. The instability of enterprises’ financial results is found to reflect their dependence on market prices, macroeconomic fluctuations, and the consequences of hostilities. A SWOT analysis is used to systematize the strengths, weaknesses, opportunities, and threats associated with agricultural enterprises’ investment development. Natural resource endowments and export potential are found to create opportunities for attracting investment, whereas institutional instability, insufficient government support, limited access to financial resources, logistical constraints, and high security risks impede investment inflows. The need to account for these factors when assessing enterprises’ investment attractiveness and identifying priority areas for capital allocation is substantiated. Investment support for agricultural enterprise development, capital investment trends, and financing sources are analyzed. The effectiveness of investment activity is found to depend on a balanced combination of alternative sources of capital. An applied algorithm for assessing enterprises’ investment attractiveness is developed. It involves a sequential analysis of financial and economic conditions, resource potential, risks, capital structure, market opportunities, and strategic prospects. The algorithm formalizes managerial decision-making and ensures the comparability of investment alternatives. Chapter 3, “Directions for Improving the Investment Mechanism for Enterprise Development under Conditions of Post-Conflict Economic Recovery,” proposes directions for modernising the investment mechanism for enterprise development, develops a model for forming this mechanism in post-conflict conditions, and substantiates an enterprise investment development strategy for post-conflict economic recovery. Directions for modernizing the investment mechanism for enterprise development are proposed through the comprehensive integration of technological and innovation, partnership, environmental, integration, and risk management components. Priority is given to digitalisation, the introduction of green technologies, risk hedging, and the optimization of value chains. The interaction of these components is shown to promote the rational allocation of investment resources, technological renewal, stronger financial resilience, and greater enterprise competitiveness. An integrated model for forming an investment mechanism for enterprise development under conditions of post-conflict economic recovery is developed and substantiated. The model systematically combines financing sources, instruments for stimulating investment activity, scenario modelling, and performance assessment based on a composite indicator. Its distinctive feature is the alignment of these components with the objectives of reconstruction and enterprise structural transformation. This makes it possible to substantiate resource allocation, stimulate innovation-driven development, and improve enterprises’ adaptability to external shocks. A composite investment efficiency indicator, the IAEI (Integrated Agricultural Efficiency Index), is proposed. Unlike existing financial indicators, it accounts for both investment profitability and payback periods, as well as sector-specific risks inherent in agricultural production. The dissertation identifies financial, innovation, institutional, organisational, and economic instruments for stimulating enterprise investment activity, including venture capital financing, crowdfunding, agricultural technology innovations, public-private partnerships, cooperation, tax incentives, and risk mitigation instruments. The combined use of optimistic, baseline, and pessimistic scenarios makes it possible to account for alternative conditions for implementing investment projects and to adjust decisions in response to changes in the operating environment. A system of strategic priorities for the investment mechanism for enterprise development is formulated, encompassing recovery, resilience, innovation and digitalization, social and environmental responsibility, and institutional development and European integration. Their implementation is found to involve restoring production capacities and infrastructure, facilitating the return of personnel, developing processing activities, increasing labour productivity, digitalising management and logistics, and adopting environmental, social, and governance standards. The combination of these priorities links immediate recovery measures with enterprises’ long-term development objectives. An enterprise investment development strategy for post-conflict economic recovery is developed by structuring the investment process into three consecutive phases: stabilisation and recovery, lasting up to twelve months; modernization and structural transformation, lasting from one to three years; and integration and competitiveness, lasting from three to seven years. Each phase is aligned with dedicated financial instruments, including grants, blended finance, and green bonds, as well as corresponding key performance indicators. The proposed approach ensures consistency in investment decisions and supports the transition from restoring productive capacity to technological modernisation, export diversification, and enterprise integration into the European economic area.
