dc.description.abstractЗагородний В.М.
Zagorodnyi V. M. Overcoming the economic problems of labour migration in Ukraine in the post-war period. – Qualification scientific work in the form of a manuscript. Dissertation for the degree of Doctor of Philosophy in the field of study 05 «Social and Behavioral Sciences», specialty 051 «Economics». – Vasyl’ Stus Donetsk National University, Vinnytsia, 2026. The dissertation advances the theoretical and methodological foundations of labour migration research and develops a mechanism for mitigating the adverse effects of labour migration in Ukraine during the post-war recovery period. Chapter 1 “Theoretical and Methodological Foundations of Labour Migration Research” examines theoretical approaches to defining labour migration, identifies its determinants and their manifestations under wartime conditions, and analyses population migration motives as a basis for understanding migration decisions and the economic risks associated with them. The analysis and systematisation of theoretical approaches to defining labour migration demonstrate that an integrated (interdisciplinary) approach is particularly relevant, both theoretically and practically, to the development of effective migration management mechanisms. This approach provides a foundation for a comprehensive analytical framework that accounts not only for structures and resources in global markets but also for the meanings, discourses, and dynamics of change shaping the global social landscape. The dissertation defines labour migration as a dynamic socio-economic process involving the geographical movement of people in pursuit of decent work. This process is shaped by the interaction between individuals’ intrinsic motivations, including the pursuit of safety, higher incomes, professional fulfilment, social protection, and personal development, and external environmental factors, such as labour market imbalances, wage differentials, disparities in economic development, and differences in employment conditions and security. This interaction generates a multiplier effect through interconnected demographic, economic, social, and institutional consequences and, under certain conditions, gives rise to systemic risks for the state. To facilitate a comprehensive analysis of labour migration, the dissertation develops a conceptual map of related categories, encompassing migration processes, migration-related mobility, migration policy, migration motives and determinants, and the consequences of labour migration. Three additional functions of labour migration are identified alongside its classical functions of acceleration, distribution, and selection: the compensatory-resource, transformational-motivational, and risk generating functions. The dissertation develops a multilevel model for analysing migration behaviour. The model encompasses the determinants of migration motivation, types of migration behaviour, the implications of such behaviour for risk-oriented management, and the forms of state response aimed at preventing and mitigating migration-related risks, with due consideration given to European practices. Chapter 2 “Analytical Study of Labour Migration in Ukraine under Martial Law” analyses changes in Ukraine’s public policy and legislation governing labour migration during martial law, examines trends in labour migration indicators, and assesses the economic consequences of labour migration and their impact on key economic indicators. The study establishes that Ukraine’s regulatory and legal framework for migration policy encompasses not only strategic documents but also by-laws adopted by the Cabinet of Ministers of Ukraine and specific legislative acts governing the implementation of migration procedures. These include border crossing, entry and exit procedures, interagency coordination, and cooperation with international partners on return and readmission. The COVID-19 pandemic and the full-scale war have fundamentally altered the conditions under which migration policy is implemented in Ukraine, shifting its priorities towards protecting Ukrainian citizens abroad, promoting reintegration, and strengthening the country’s internal socio-economic resilience. An analysis of labour migration indicators in Ukraine for 2021–2024 reveals that the migration shock under martial law has followed two parallel trajectories: the external migration of Ukrainians and internal population displacement across the country’s regions. The estimated number of Ukrainians abroad reached approximately 7 million by September 2025, while the number of internally displaced persons (IDPs) within Ukraine was estimated at between 3.8 million and 5 million. An examination of IDP trends based on estimates by the International Organization for Migration (IOM) shows that the first wave of internal displacement peaked in March–April 2022, reaching 7.1 million people. This was followed by a gradual decline, interrupted by subsequent waves of displacement. The number of IDPs subsequently stabilised at approximately 3.56 million in October 2024. These trends indicate the protracted nature of internal displacement and its sustained impact on the labour market and social sphere. The cluster analysis conducted as part of the study identified four clusters based on labour market indicators and the effectiveness of labour market regulation. This enabled the development of a typology of regional labour markets and the identification of distinct patterns of labour market functioning in terms of labour market pressures, demand for workers, and the composition of policy instruments. The findings substantiate the need for differentiated employment policy packages tailored to the specific characteristics of each regional cluster, given that employment conditions are an important determinant of population migration decisions and mobility. The study also identifies employer compensation programmes as a practical instrument for facilitating the integration of IDPs into the labour market of their host region or territorial community. The relevant compensation procedures are in place, creating conditions conducive to expanding formal employment among IDPs. However, their effectiveness and fiscal viability require further assessment in light of regional circumstances and the characteristics of the identified regional clusters. Chapter 3 “Developing a Mechanism for Mitigating the Adverse Effects of Labour Migration in Ukraine during the Post-War Period” proposes conceptual approaches to developing such a mechanism, substantiates measures to encourage the return of labour migrants and retain the domestic workforce for post-war economic recovery, and identifies approaches to formulating economic stabilisation policy as a prerequisite for attracting labour inflows and enhancing Ukraine’s investment attractiveness. The dissertation proposes a mechanism for mitigating the adverse effects of labour migration in Ukraine, defined as a set of interconnected organisational, economic, institutional, and social instruments, methods, and measures designed to minimise the adverse impact of labour migration on national and regional labour markets, human capital reproduction, post-war recovery, and the country’s subsequent socio-economic development. The mechanism is intended to achieve these objectives through the regulation of migration processes, the promotion of migrants’ return and professional reintegration, and the effective utilisation of the skills, competencies, and resources they have acquired abroad. The study establishes the requirements for designing this mechanism and develops its structural model, comprising five components: diagnostic, strategic and goal-setting, instrumental, adaptive and regional, and monitoring and evaluation. Six stages of the mechanism’s operation are identified, and its logical and structural framework is substantiated. Based on estimates of Ukraine’s GDP losses, together with estimated losses to public finances and the social insurance system resulting from the departure of working-age individuals from Ukraine in 2022–2024, the dissertation proposes a package of measures to retain the domestic workforce and attract additional labour resources. These measures are differentiated between the national and regional levels. The cluster analysis of regional labour markets confirms the need for differentiated employment policies for IDPs. The study substantiates the need to replace uniform approaches to managing internal population displacement with cluster-oriented policy packages tailored to the specific characteristics of each regional cluster in Ukraine. These packages encompass a range of measures, from housing assistance for displaced persons to the creation of jobs offering decent working conditions, vocational training, and support for entrepreneurship. The dissertation substantiates the role of economic stabilisation policy as an overarching framework for addressing the economic problems associated with labour migration. The proposed policy framework encompasses macro-financial stability, institutional trust, security, infrastructure, quality employment, housing and social policy, human capital development, support for entrepreneurship, and workforce planning and support for investment projects. Within this framework, a country’s investment attractiveness depends not only on tax incentives but also on the availability of an appropriately sized workforce equipped with the professional competencies required by the economy. The dissertation proposes targeted policy instruments and programmes to stabilise the economy by encouraging the return and retention of human resources for post-war recovery. The practical significance of the dissertation lies in the potential application of its findings by public authorities, employment services, territorial communities, employers, higher education institutions, and other stakeholders. The results can be used to assess the economic consequences of labour migration and develop an appropriate mechanism for mitigating them through programmes supporting IDP integration, improvements in regional employment policy, the expansion of formal employment, the strengthening of the tax base and social insurance system, and the development of policy measures to support Ukraine’s post-war economic recovery.en
