The preservation and development of its human capital in the context of globalization movements is a question of the protection of national interests and the capacity of the economic foundations of society for Ukraine and Poland. Migration processes, as an objective indicator of a globalized world, are political in nature and can be the result of state policy, both as a country of motivation for migration and as a concerted action of states that are interested in getting new human capital. External and internal factors of migration of Ukrainians through the prism of state decisions, the state of EJTS European Journal of Transformation Studies 2020, V. 8, No. 134social protection of the population, educational opportunities, and business prospects for youth are actualized in the conditions of increasing interest in the renewal of the human capital of Poland

Authors formed two models – subsidiary (US, UK, EU, and NATO) and vertical (Russia) on the basis of generalization. A transitional model of the development and implementation of the informational direction of policy on protecting national interests in the conditions of nonlinear processes was proposed. The model reflects the modern transformation of Ukraine and the transition from a vertical to a subsidiary model.
- ДокументPerformance management at Ukrainian university: A case of the KPIs use(2021) Shaulska, Larysa; Laktionova, Oleksandra; Nagornyak, Tetyana; Sereda, HannaImplementing performance management systems, including the KPI (Key Performance Indicators) system, at the university level faces many difficulties. The study aims to determine the problems of formation and implementation of the system of KPIs at the HEIs (higher education institutions) level based on the case study. Methodologically the study is based on the analysis of the case of the KPI system implementation at Vasyl’ Stus Donetsk National University (Ukraine) using a 3-year project survey of managers and employees of structural units about self-analysis of deviations and perception of each performance indicator. The essential subjective factor – irrational participants’ behavior – is demonstrated, reflected in their resistance, fear, and lack of acceptance of innovations in assessment processes, which needs to delineate tools for effective KPI system implementation (reduction of its negative influence and growth of the personnel loyalty). The main organizational obstacles that reduce such a measurement system’s efficiency are incomprehensibility, difficulty of evaluation, non-influence or independency of indicators from the efforts of respondents, poor communication, and motivation to achieve them. The analysis results allowed providing the recommendations that could contribute to the formation of reflexive and active management culture in the strategic management system and a culture of productive dialogue through vertically and horizontally management interaction.

This paper is the authors’ attempt to prove that migration of Ukrainian population to Poland is the result of implementation of state policy. The authors reveal the main trends in the migration of Ukrainians to Poland on the basis of empirical data from the State Statistics Committee of Ukraine, sociological surveys and historical memory of Ukrainians and Poles. Apart from the difficult socio-economic situation in the country, migration of Ukrainians to Poland is facilitated by a systematic policy of the countries of Europe and Russia in the field of education, public policy and redistribution of natural and human resources.
- ДокументThe war as a factorof migrationprocesses in Ukraineduring 2014 — 2016(Polska: Emigration Museum in Gdynia, 2017) Nagornyak, Tetyanahe hybrid war, which has violated Ukraine’s territorial integrity and has been reducing working-age population by claiming the lives of civilians and militaries for the last two years, became the main catalyst for internal migration of Ukrainians. he subject of the research is fate of almost 3 million (according to oicial igures) internally displaced persons, including the author. During the two years since the beginning of the military conlict in the East of Ukraine, half of Donbas residents have become either refugees or internally displaced persons. Future scenarios of the development of Ukrainian society can be elaborated by the study of motivations and feelings of the people who have been residing beyond their hometowns, living at someone’s house, deprived of state protection and realization of their political rights.

Evropský politický a právní diskurz, 2020) Nagornyak, Tetyana; Stanislavenko, LudmylaThis article is an attempt to define indicators of the crisis of legitimacy of power with the balance of people`s trust and distrust in some government and non-government institutions. The fielding is based on surveys and interviews carried out by the Institute of Sociology of NAS of Ukraine, "The Fund for Democratic initiatives" by Ilko Kucheriv, Fazumkov Center, Kyiv International Institute of Sociology. Determined that the legitimacy of the government in terms of support and loyalty from the citizens and international partners can become hybrid or fragmented. In contrast to the established European practices of changing the illegitimate political regime through elections, in Ukraine, the illegitimate regime can continue to exist separately from society itself. The illegitimacy of power may not lead to the collapse of the political regime. By comparing the balance of trust and distrust in certain government and non-government institutions in Ukraine in 2014-2020. it is proved that a high degree of civil activity is the cause and the result of the loss of government legitimacy. Ukrainian political practice has proved that the biggest enforcement uses the last legitimate power. And in the political system of Ukraine contradictions significantly distorts public opinion and the level of loyalty to the government, which determines its legitimacy.
