(НАН України, 2021) Laktionova, Oleksandra; Rudenok, Olha
Significantly important factors that define the company's efficiency are the structure of proprietorship and capital structure. Therefore, the item of the relationship between these factors is reflected in the works of scientists. The necessary issue is the pick of correlation between own and borrowed funds since the optimum structure of capital leads to magnification of the market value based on company performance results. The relevance of deciding on the capital structure determines the feasibility of determining the effect of concentrated ownership on capital structure. In an unstable political, social, legal, and economic environment, ownership concentration turns into a compensatory mechanism that fills numerous institutional gaps. The Models of Matching Financial Development and Human Capital in National Economy
(GEORGIAN NATIONAL ACADEMY OF SCIENCES, 2021-01) Laktionova, Oleksandra; Koval, Viktor; Savina, Nataliia; Gechbaia, Badri
Financial development and human capital are considered as key drivers in determining economic growth, especially in the age of the new economy, technical revolution with digitalization and AI implementation. Both these spheres are experienced new technologic challenges. Interdependency between human capital, financial development and economic growth can lead to positive as well as a negative vicious cycles for many countries. The present study explores the matchings between the development of human capital and financial factor based on the data of low and lower middle income countries. Our findings identified four models of these 52 countries: 1) the model of unsustainable and catch-up growth; 2) the unrealized growth model; 3) the pushing out model of human capital; 4) the model of the vicious cycle of low growth and low rates of human development improvement without adequate financial support. Most of the countries (60%) is belonging to the fourth group. These are typical representatives of a negative vicious cycle when financial constraints form a negative direct and indirect impact on economic and human potential, and vice versa. Given the significant lag of payback period of investments in human development compared to other types of capital, and, consequently, low policy initiatives for relevant investments, this situation is an extremely difficult task. The findings of our research corroborate the importance of policy impact on the efficiency of educational and health measures. Such measures should be accompanied by the development of the financial sector through widening access to capital financial services, improving financial literacy.

Performance management at Ukrainian university: A case of the KPIs use
(2021) Shaulska, Larysa; Laktionova, Oleksandra; Nagornyak, Tetyana; Sereda, Hanna
Implementing performance management systems, including the KPI (Key Performance Indicators) system, at the university level faces many difficulties. The study aims to determine the problems of formation and implementation of the system of KPIs at the HEIs (higher education institutions) level based on the case study. Methodologically the study is based on the analysis of the case of the KPI system implementation at Vasyl’ Stus Donetsk National University (Ukraine) using a 3-year project survey of managers and employees of structural units about self-analysis of deviations and perception of each performance indicator. The essential subjective factor – irrational participants’ behavior – is demonstrated, reflected in their resistance, fear, and lack of acceptance of innovations in assessment processes, which needs to delineate tools for effective KPI system implementation (reduction of its negative influence and growth of the personnel loyalty). The main organizational obstacles that reduce such a measurement system’s efficiency are incomprehensibility, difficulty of evaluation, non-influence or independency of indicators from the efforts of respondents, poor communication, and motivation to achieve them. The analysis results allowed providing the recommendations that could contribute to the formation of reflexive and active management culture in the strategic management system and a culture of productive dialogue through vertically and horizontally management interaction.

(2020) Polischuk, Natalia; Kichuk, Yaroslav; Laktionova, Oleksandra; Kalinin, Oleksandr; Maltsev, Maksim
The research of the information and high-tech progress development in the socio-humanitarian aspect allowed us to reveal its consequences in the context of natural and civilizational challenges and areas of financing education. The risks management and general trends were clarified of innovative education development at the institutions in the era of information-high-tech progress and natural-civilizational changes, which have created fundamentally new opportunities for justifying educational strategies and should be based on the categories of pedagogy of the noosphere-space direction. Therefore, it is necessary to build new pedagogical theories on the synthesis of philosophical-educational, philosophical-anthropological, polyparadigmal, civilizational-formational and cultural approaches. According to this principle, lifelong learning becomes important in order to meet the challenges of modern progress and counteract destructive natural and civilizational changes.
