- ДокументThe concept model for ensuring the economic security in the agrarian sector(2018) Kozlovskyi, Serhii; Khadzhynov, Illya; Mohylova, Anastasiia; Tomchuk, Viktor; Kozlovskyi, AndriiIn the modern globalized world, the issue of ensuring the economic security in countries and sectors as the primary task of protection the national interests from different kinds of threats is par-ticularly relevant. The aim of the research is to develop tools for ensuring the economic security of agrarian sector. The object is the agrarian sector of Ukraine. The period under review is 2012–2017 years. The basis of the study is the data of the State Statistics Service of Ukraine. To evaluation the economic security indexes are used: gross domestic product; labor productivity in the agricultural sector. The ensuring the economic security of the agrarian sector requires the creation of such mech-anisms and instruments, which will assure an active investment and innovations activities, growth of production of competitive products, cost-effective operation of enterprises. The research offers a mechanism to ensure the economic security of the agricultural sector, which consists of the following units: information and analytical unit; regulatory influence unit; unit of counteraction to threats and control unit. Also, the relationship between these units in the structure of factors influencing the de-velopment of the agricultural sector has been established.
- ДокументCountries disposition in the global scientific and educational area: management and clustering(2020) Kholiavko, Nataliia; Zhavoronok, Artur; Marych, Maksym; Viknianska, Anastasia; Kozlovskyi, Serhii; Herasymiuk, KostiantynThe paper is aimed at developing of suggestions on the directions of internationalization of higher education systems of the world countries on the basis of their clustering by parameters of export and import of educational services. The study involved the use of the cluster analysis method, which was implemented using the software tool for statistical processing of IBM data SPSS Statistics Base (Statistical Package for the Social Sciences). The results of the research showed three important findings. Firstly, globalization leads to a gradual change in the forms and methods of work of higher education institutions; it is accompanied by a change in the structure of foreign students. Secondly, in the world market for educational services, India and China hold the lead in terms of imports of educational services; the USA, Great Britain, Australia, Germany, France, China, Russian Federation – by the export of educational services. Thirdly, enhancing competitiveness of universities in the global educational services market requires a transformation of management approaches at both national and institutional levels, namely: towards the development and implementation of holistic strategies for the internationalization of higher education systems and higher education institutions. The authors emphasize the integrative nature of such strategies, which means combining aspects of marketing and branding of universities abroad, modernization of the educational process, internationalization of research, improvement of the infrastructure and organization of leisure for international students.
- ДокументEcological Performance: Ethnic Fragmentation versus Governance Quality and Sustainable Development(2020) Koziuk, Viktor; Hayda, Yuryi; Dluhopolskyi, Oleksandr; Kozlovskyi, SerhiiThe article is devoted to the consideration of the ethical and ecological aspect of the framework conditions for the welfare state formation. The hypothesis of the negative influence of high ethnic fractionalization on the ecological situation in a country that in the classical welfare states is offset by the high efficiency of government through the initiation of the function of balancing the interests of ethnic groups in the transmission buffer mechanism is tested in the paper. The study used correlation and regression analysis tools using the application statistical software package STATISTICA. The hypothesis of an inverse relationship between the degree of heterogeneous society and the ecological quality is empirically substantiated. It is proved that the quality of governance can weaken the inverse relationship between ethnic fractionalization and the ecological situation in the country. In the welfare states, the neutralization factor of ethnic fractionalization by the quality of governance institutions is traced, which testifies to the existence of an institutional transmission buffer mechanism in the relationship between the structure of society and the offer of environmental goods.

The research focuses on identifying and justifying the interconnection and interdependence of the quality of life of the population and the actors of development of housing and communal infrastructure. The purpose of the given paper is to economic assessment of the relationship between factors of development of housing and communal infrastructure and the quality of life of the population of Ukraine. The object of present research is of the quality of life of the population and the factors of development of housing and communal infrastructure. The hypothesis of the study is that official statistical data do not provide a comprehensive description of the relationship between housing infrastructure development and improvements and the quality of life. A multivariate statistical analysis of the correlation between the level of development of the housing and communal infrastructure and the quality of life of the population made it possible to establish general patterns characterizing the interdependence of interrelated variables and to establish a close relationship between them. The main tools used for a multidimensional statistical analysis and forecasting are the BCG matrix; map of orrelations; least squares method, scatterplot, taxonomic analysis method, Durbin-Watson autocorrelation test, cluster analysis; schematic map of the results of clustering, foresight methods and Holt’s method of linear exponential smoothing. The research has shown a linear relationship between the component of the quality of life of the Ukrainian population and the development level of housing and communal infrastructure, in particular, the mprovement of housing stock of Ukraine. The threedimensional model of integrated assessment of the state of housing and communal infrastructure allowed the current state of housing and communal infrastructure and determining the conditions for its development. The practical relevance of the study is to develop recommendations to create conditions for balanced development of housing and communal infrastructure of the state.
- ДокументEconomic Security Management of Ukraine in Conditions of European Integration(2019) Kozlovskyi, Serhii; Grynyuk, Roman; Baidala, Viktoriia; Burdiak, Vira; Bakun, YuriyIn conditions of political and economic transformation in Ukrain accompanied by decentralization of all aspects of public life, the function of ensuring national security of the country is allocated asan independent administrative function of the state, since it requires centralized state management. The aim of the study is to determine the main factors influencing the provision of economic security, and the improvement of the mechanism for managing the economic security of Ukraine in the context of European integration. The article proves that increasing the level of the economic security of the state is possible on the basis of improving state regulation of economic growth through the development of conceptual and program documents of interregional and territorial planning, and the creation of a comprehensive risk control system. To implement this, it is necessary to: conduct an active state anti-inflation, currency, exchange rate, monetary and fiscal policy focused on import substitution and support of the real economy; stimulating and supporting the development of the market for innovation, high-tech products and products with high added value. It is proved that the innovative model of economic development based on the strategy of institutional market transformation oriented to the formation of the innovative model of economic develo pment can provide Ukraine with competitive advantages among developed countries, realize its national interests in the field of international economic relations and provide the necessary level of economic securit.

The necessity of ensuring the competitiveness of Ukraine's agro-industrial complex on the basis of determining the competitive advantages dictate the urgency of scientific search for new methods, forms, tools for its enhancement, which will further promote the market relations in Ukraine and will have a direct impact on the well-being of the population. The aim of the work is to develop an innovative economic-mathematical model for assessing and forecasting the grade of competitiveness of the agricultural sector of Ukraine based on fuzzy sets, which will allow acceleration of the process of Ukraine integration into the European market. The object of the research is the process of ensuring the competitiveness of the Ukrainian agricultural sector. The subject of the research is methodological aspects of economic and mathematical modeling of the competitiveness of the agrarian sector of Ukraine. The methodology of the study is based on the principles and mathematical provisions of fuzzy sets, which allows to use both qualitative and quantitative indicators of influence on the process under study. As a result of the research, based on fuzzy set theory, which allows taking into account both quantitative and qualitative factors of influence on the level of competitiveness, an innovative economic-mathematical model of valuation and forecasting of the grade of competitiveness of the agricultural sector of Ukraine has been developed. The classification of factors influencing the level of agrarian industry competitiveness has been formed. The forecast of the grade of competitiveness of the agricultural sector of Ukraine in 2025 has been made, which will allow formulating a strategy of development of the agricultural sector of Ukraine.

Flexibility maybe one of those mechanisms which can help company to cope with instability in the best way possible. As one of the basic types of flexibility, operational flexibility has become an essential capability which an organization seeks to acquire because it enables companies to respond quickly and effectively to dynamic environments, and as a result, improve firm performance. The aim of this study is to investigate the relationship between operational flexibility and firm performance. The sample consists of 90 industrial companies in Jordan, and the questionnaire has been developed for and distributed to senior managers and managers in operations, product development, financial and marketing departments. Descriptive analysis was also correlated and regression techniques used to obtain the results. Our field study showed that operational flexibility positively affects both the operational and the financial performance of small and medium industrial companies in Jordan. More specifically, volume flexibility as a type of operational flexibility does not affect the performance of these companies in Jordan, but both mix flexibility and new product flexibility positively affect the operational and financial performance of these companies.

To develop a management model of the sustainable development of the agrarian sector in the region it is necessary to define the interpretation of the concept of "economic sustainability of the region" and "economic sustainability of the agrarian sector." The search for new directions and ways of agrarian activities development, which reduce its negative impact on the environment, defined the emergence of a new interpretation of agrarian production sustainability as production, based on the quality of food, quality of life and environmental safety, preservation of conditions for sustainable food ensuring of humanity in the long term. In this general ecological approach to the concept of "sustainability of agrarian sector development of the region" the following categories are distinguished: ecological, productive, economic and social. It is appropriate to supplement them in an intellectual and innovative component. The experience of Ukrainian regions shows that one of the most effective instruments of state regulation of the agrarian sector development of the region could be indicative planning, methodology, technology and organization of which should be built based on the market conditions. The development of indicative plan of agrarian sector development of the region should work together with the approved concept of regional development, based on which a strategic development plan is formed. It should be based on forecasting, which is rightly regarded as part of the indicative planning. It is necessary to rationally combine the actions of all subjects of management of agrarian relations, namely government regulation, market self-organization and management of agrarian sector on order to build an effective system of sustainability management of agrarian sector development of the region and to ensure its sustainable growth.

In the context of Ukraine’s integration into the international space, there is an arising issue of assessing the bankruptcy of Ukrainian enterprises that meets international finan - cial standards and allows administering this process. A qualitative assessment of the bankruptcy of an enterprise is possible only using artificial intelligence methods – the fuzzy sets method, which allows including qualitative and quantitative indicators to the model for assessing bankruptcy of enterprises in Ukraine. The aim of the article is to improve the existing method for assessing the probability of bankruptcy of Ukrainian enterprises on the basis of the fuzzy sets method, which will include indicators of international financial reporting and allow more efficient administration and management of this process. The subject of the research is the process of formalizing the method of the enterprise bankruptcy assessment in accordance with the indicators of International Financial Reporting Standards. The study offers a mechanism for a comprehensive assessment of the probability of bankruptcy of Ukrainian enterprises with the use of the methods of fuzzy sets, which is based on international financial indicators: current ratio, payable turnover ratio, equity turnover ratio, return on assets, equity-to-debt ratio. The mechanism allows quickly managing bankruptcy conditions. Their use would provide an opportunity to ensure the sustainable and most effective functioning of the subject of economic relations in the current period of time, as well to create a high potential for its development and ensuring the conditions for investing capital in the Ukrainian economy. All this determined the purpose of this study, which consists in the study of the theory and essence of the concept of economic sustainability, the interpretation of the concept of «economic sustainability of the system» and the concept of «management of economic sustainability of the system», distinguishing factors affecting the sustainability of the economic system of Ukraine, determining the relationship of economic sustainability with economic security, investing as well as forecasting the level of sustainability of the Ukrainian economy based on the use of innovative modeling methods. The object of research is the process of developing the theory of the concept of «economic sustainability» and determining the level of economic sustainability of the economy aimed at raising the investment climate in Ukraine. To ensure the development, security and investment attractiveness of the Ukrainian economy, an organizational structure of the management model for the sustainability of the Ukrainian economic system was developed using the developed economic and mathematical model.

Object of research is the development of the electric vehicle market. The purpose of this article is the theoretical substantiation and development of guidelines for determining the rating of countries by the level of development of this market as a determining factor in the innovative development of the national economy. In the study, expert survey methods, logical generalization and comparison of results, statistical analysis and graphical presentation of results were used. The study conducted a marketing analysis of sales and production of electric cars, government programs to stimulate them, existing rating indicators of countries for the development of the electric vehicle market, and based on the results, a method for determining the integrated rating indicator of national economy innovativeness was developed. The article established that in countries that are world economic leaders, the growing interest of consumers and manufacturers of cars to electric vehicles, which is actively supported by government programs and incentives. It is proposed to use a integrated indicator of innovative development of the national economy, which are directly related to the market of electric vehicles. This indicator consists of the following factors: share of investments in the development of branches related to the national production of electric vehicles; level of growth of electric transport in the country’s total fleet; the share of electric vehicles in total number of cars produced in the country; level of increase in the amount of electricity produced based on RES in total; infrastructure development; level of state support for the market. The use of these integrated factors in marketing analysis will determine the level of the world leader in the country, its innovative development.

Such issues as marketing strategy modeling methods; software products based on the integration of smart analytics; optimal choice of electromobile and others have been considered. The main subject of the article is constructing an optimal decision-making model using a combination of classical statistical and mathematical methods and models, as well as modern information technologies, including methods of smart analytics. The conceptual scheme of the effective marketing management has been created according to the structural components: information, statistical, mathematical, analytical and technological, etc. The structure and main features of every component have been considered in detail. The created conceptual scheme of the effective management was demonstrated through the simple example of optimal choice of electromobile. To investigate sales on electro mobiles in the Ukrainian market, a set of factors has been considered. According to them, the correlation and cluster analyses have been conducted. The main factors, which are the most influential for the price of electromobile in the Ukrainian market, have been revealed. All considered models of electromobiles have been divided into three groups depending on the characteristics price – quality.

Regulatory and legal measures of the agrarian sectors sustainable development within the regions in crisis where conditions have been developed. The structural scheme of the system of state regulation for pricing of the products in the agrarian sector has been developed. The algorithm for the state regulation of prices for the agrarian market is proposed. It is proposed for construction of an effective management system of sustainability agrarian sector development of the region to combine of all actions of management subjects of agrarian relations by the following elements: state regulation, market self-organization, management of agrarian sector. Currently the most optimal agrarian sectors of the region is an innovative development scenario in which innovative resources are used, shifting resource-technological equilibrium in the direction of production growth through more efficient use of natural, financial and other resources, is an additional source of sustainable development of the regional agrarian systems. A targeted model of sustainable development of the Vinnitsa region agrarian sector has been developed on the basis of an innovative scenario, that envisages achieving this by giving the agrarian sector of the region the main and basic guidelines of development by means of organization and rational interaction of agroindustrial regional system with the external environment, ensuring its ability to self-development, efficiency of functioning, flexibility and adaptability.

The conditions in which the agricultural sector of Ukraine is functioning, and research priorities of modern agricultural science provide an opportunity to deepen research in this direction and focus on justification of scientific and practical recommendations on creation of consolidated, adapted to domestic realities tools of stimulation of development of agricultural production in the country as a whole and its individual territories. The aim of this work is to develop economic and mathematical models of forecasting the level of economic and administrative stimulation of agricultural production in Ukraine based on the theory of fuzzy logic. The object of the study is the system of economic relations for stimulation of agricultural production in Ukraine. The subject of the study is principles of formation and development of economic and mathematical models of stimulation of agricultural production in Ukraine. The agricultural sector of Ukraine's economy with all the elements and components that provide the formation of the country's food security at the national level largely depends on the functionality of the mechanism of stimulation of development of agricultural production, which is one of the important and unsolved issues for Ukraine that requires a prompt solution. The study identifies the factors influencing the level of state stimulation of agricultural production in Ukraine. Factors influencing the level of agricultural production in Ukraine are classified. Economic and mathematical model of estimation and forecasting the level of economic and administrative stimulation of agricultural production in Ukraine is developed. The level of economic and administrative stimulation of agricultural production is forecast till 2020, which will allow forming the strategy of development of Ukraine's agricultural sector.
- ДокументSpecial aspects of the banking institutions rating: a case for Ukraine(2019) Lavrov, Ruslan; Beschastnyi, Viktor; Nikolenko, Liudmyla; Yousuf, Allam; Kozlovskyi, Serhii; Sadchykova, IrynaIn today’s rapidly changing global financial market, potential counterparties are in dire need of reliable and timely information on the partner bank performance in order to find the most successful one in terms of conducting credit and deposit transactions. Public ratings of banks serve to solve this problem and are considered as one of the effective tools for choosing such a bank. In Ukraine, the rating of banking institutions is not widely used by business entities because of the imperfect methodology of analysis of banks, a rating process that is closed to the public, the assignment of an unreliable rating to selected banks, the use of obtained ratings by banks for marketing purposes, etc. Therefore, the purpose of the study is to improve the existing rating systems for Ukrainian environment. International and domestic regulatory documents on rating, data of the National Bank of Ukraine and commercial banks, materials of rating agencies, as well as scientific publications of well-known Ukrainian and foreign scientists made the theoretical basis of the study. It is proposed to take a number of priority measures to legislatively regulate the activities of bodies for rating scores of banking institutions, to create a branched infrastructure of the rating market and to establish effective interaction of its participants, to end demonopolization and weaken entry barriers and to introduce new agencies in the rating market, to identify new rating methodologies. The conclusions are aimed at the development of a civilized and transparent rating business in Ukraine, which will ultimately contribute to the timely detection and neutralization of crisis phenomena in the banking sector, restoring confidence between banks and their clients, creating the preconditions for making sound business decisions.
