    Approaches to evaluation of the agriculture competitiveness level: empirical evidence in Ukraine

    In the article methodological approaches to assessing the Ukraine’s agriculture competitiveness have been substantiated. In particular, an algorithm and evaluation toolkit have been developed, which includes the calculation of the integrated index of agricultural competitiveness based on the generalization of six partial indices: the level of economic development of the industry, the efficiency of management of the production process, profitability, financial stability and solvency, business activity in the industry, efficiency of sales management and goods promotion on the markets, participation in foreign economic activity.Based on the developed methodology, an estimation of the competitiveness of Ukraine’s agriculture for 2013-2017 was carried out. The obtained results showed that the positive dynamics of the index integrated of agricultural competitiveness first of all was determined by indicators of profitability, production process management, financial stability and solvency. A downward factor was the low rate of Ukrainian agriculture’s participation in foreign economic activity, namely, the growth of imports and insignificant volumes of foreign investment.The versatility of an integrated index of competitiveness allows to make a comparative assessment of the industries competitiveness level within the national economy and to determine to what extent some of them are capable of becoming the locomotive of theUkrainian economy in international markets. This creates the possibility of developing an effective economic policy to support the most competitive industries based on a rational allocation of public funds, and to form a long-term competitive policy of the state at the sectoral level. The spread of the practice of international comparisons in the future will allow determiningwhat factors provide competitive advantages for agriculture in international markets and which ones need to be strengthened.

    PROSPECTS OF BIODIESEL PRODUCTION: THE PLACE AND ROLE OF UKRAINE IN THE CONTEXT OF IMPLEMENTATION OF THE EU GREEN COURSE

    purpose of the study is to conduct a systematic analysis of global processes of biodiesel production and to establish priority areas of biodiesel production in Ukraine based on the calculation of economic efficiency of production from different raw materials to ensure energy independence of the agro-industrial sector. The article highlights the historical processes, current trends and prospects for the production and consumption of biodiesel in the world. Modern approaches to the formation, development and support of biodiesel production in the European Union are outlined. The following methods as well as techniques have been used during the research: economic-historical and analytical generalizations; monographic; graphic; statistical analysis; prognostication; abstract-logical. Statistical results have been processed on a personal computer using special Windowsxp applications: Word, Excel 7.0 and the system "STATISTICA". The economic efficiency of biodiesel production in Ukraine from different types of raw materials (rapeseed, sunflower, soybean) is considered. Modern approaches to efficient biodiesel production in Ukraine and perspective directions of formation of raw material base for increase of biodiesel production are offered.

    Regulatory Aspects of Ensuring the Development of Competitive Biofuels Production in Ukraine

    The purpose of the article is to determine the strategy of development and effective principles of regulation of biofuels production in Ukraine at the competitive level. To systematize historical trends in the development of world and domestic energy, a dialectical method has been used. Using the monographic method, the priority principles of formation and mechanisms of regulation of energy policy and biofuels production are investigated. The forecasting method is used to formulate conceptual foundations of regulation and strategy for the development of competitive production of biofuels, and abstract-logical – for the theoretical generalization and formulation of conclusions. To ensure a solution to raised the problem, the well-known strategic planning tool – SWOT-analysis was used. Based on the SWOT-analysis and the results of the study, a comprehensive mechanism for increasing the rate of industrial production of biofuels in Ukraine at a competitive level has been formed, containing the following priority regulatory measures: technology transfer and innovation; harmonization of the legal framework with the European Union; introduction of energy-saving and energy-efficient technologies; proper consulting and audit; attraction of highly skilled personnel; cluster approaches; provision of principles of nature conservation; development of foreign economic activity in the biofuels industry. The state regulatory strategy for the development of competitive biofuels production involves the comprehensive application of economic, legal and administrative regulatory methods. For the first time, the principles of regulatory policy (consistency, flexibility, homeostaticity, synergy, competence) that are based on system-wide properties (system unity, development, complexity, compatibility, invariance, information unity) are developed in the field of stimulation of production and consumption of biofuels. The direct process of their implementation in the fuel and energy complex of our country should be carried out on three main levels of management: macro-, meso- and micro-levels. Adherence to the developed strategic principles of state regulatory policy will transfer the state to the energy saving type of economy and reduce energy intensity of production, increase the share of renewable energy resources in the national structure of energy consumption, ensure the formation of competitive production of biofuels in Ukraine, create favorable conditions for attracting to the agroindustrial complex external and internal investment inflows, the introduction of the latest innovative technologies and modern experience of effective work of the agricultural sector on the basis of diversification and clustering of production.

    Utilization of Crop Residue for Power Generation: The Case of Ukraine

    Renewable energy is expected to play a significant role in power generation. The European Union, the USA, China, and others, are striving to limit the use of energy crop for energy production and to increase the use of crop residue both on the field and for energy generation processes. Therefore, crop residue may become a major energy source, with Ukraine following this course. Currently in Ukraine, renewable power generation does not exceed 10% of total electricity production. Despite a highly developed agriculture sector, there are only a small number of biomass power plants which burn crop residues. To identify possibilities for renewable power generation, the quantity of crop residues, their energy potential, and potential electricity generation were appraised. Cluster analysis was used to identify regions with the highest electricity consumption and crop residue energy potential. The major crops (wheat, barley, rapeseed, sunflower, and soybean) were considered in this study. A national production of crop residue for energy production of 48.66 million tons was estimated for 2018. The availability of crop residues was analyzed taking into account the harvest, residue-to-crop ratio, and residue removal rate. The crop residue energy potential of Ukraine has been estimated at 774.46 PJ. Power generation technologies have been analyzed. This study clearly shows that crop residue may generate between 27 and 108 billion kWh of power. We have selected preferable regions for setting up crop residue power plants. The results may be useful for the development of energy policy and helpful for investors in considering power generation projects.
